If it closes at 4 AM or sooner, then you’ll have to wait until it opens at 11 AM to find out. Not every casino has the post-holiday strategy and sometimes they don’t need to use it.

But if they do have it, the only issue with using it when they re-open is that lots of people are probably waiting to go play at 11 AM. It’s not as empty as it would have been at 4 AM. Which means somebody else, maybe a bunch of somebody else’s, would more likely win than you.
