In 2003, Maine offered a referendum to its voters to approve slot machines at racetracks. The residents of Bangor approved it, but residents of the city of Scarborough did not. To this day, the racetrack in Scarborough does not offer slot machines.

In 2010, voters in the town of Oxford approved slot machines for their casino. The next year, the casino in Bangor approved table games.
Maine’s legal rights with regards to tribal gaming are unique relative to other states. The Indian Gaming Regulatory Act (IGRA) of 1988 does not apply as it came after the Maine Indian Claims Settlement Act of 1980. As a result of this legal precedent, gaming on tribal land in Maine is subject to state law rather than the federal IGRA.
Maine’s Return Statistics for Slots
Maine law requires theoretical payout to have a minimum limit of 89% on all electronic gaming machines. This state law requirement applies to any Class II bingo-style gaming machines offered by Maine’s tribes.
The State of Maine’s Gambling Control Unit offers return statistics at Casino Revenue Distribution. These revenue reports are monthly except for the most recent month, which is weekly.

Maine’s two racetracks with slot machines are:
- Hollywood Casino Bangor, 136 miles northeast of Portland.
- Oxford Casino Hotel, 46 miles north of Portland.
Monthly Player Win Percentages
The return statistics for Maine go back to January 2018. I’ve plotted below the monthly player win percentages at Maine’s two casinos from the beginning of 2018 to the latest available.
Both Maine casinos have player win percentage from 89% to nearly 94.5%. This range of 5.5% for monthly player win percentage in the last four-and-a-half years of returns is more than double the usual range when compared to other state returns-to-player.

Both casinos were quite consistent for 2018, the first year of operation, but afterward have diverged. Since early 2019, Oxford has had higher returns than Hollywood Bangor with one exception. In June 2021, their returns reversed relative to each other.
